USA Importer Documentation & Regulatory Support

U.S. Importer Documentation & Regulatory Support

Buying surgical instruments from an overseas manufacturer requires more than a product catalogue. U.S. importers and distributors need to establish which regulatory records, product specifications, labeling details and shipment documents apply to the instruments they intend to source.

EndoTech helps buyers identify the product and documentation requirements to discuss before an order proceeds. Final regulatory obligations must be verified against the particular device, its intended use and the parties' roles in the supply chain.

Which Documents Should a USA Importer Request?

The exact document set depends on the device and the transaction. These are the main documentation groups a purchasing or regulatory team may need to review.

01

FDA Registration & Device Listing

Applicable establishment registration and device listing details, including the legal entity, relevant product listing and information that can be checked in FDA's public database.

02

Product Regulatory Status

The relevant device classification and applicable premarket pathway, such as 510(k) clearance, PMA approval or an applicable exemption, where supported by the device's regulatory status.

03

Product & Labeling Information

Instrument specifications, product identifiers, intended use, applicable labeling, reprocessing instructions and other technical details required for the particular device.

04

Quality-System Evidence

Current quality-system certificates and other evidence that is applicable to the manufacturing site, device and buyer's qualification requirements.

05

Declarations & Supporting Records

Applicable declarations, material information, test reports and product-specific technical records that can be provided and are relevant to the device.

06

Import & Shipping Documents

Commercial invoice, packing list and other shipment or customs documents required for the particular transaction.

Important: FDA Registration Is Not FDA Approval

The U.S. Food and Drug Administration states that establishment registration and device listing do not, by themselves, mean that a facility or device is FDA approved, cleared or authorized. Do not treat an FDA registration number or a privately issued registration document as proof of product approval. The applicable regulatory pathway must be verified for the exact device. Read FDA's explanation.

Document Checklist

Six Documentation Areas to Review Before Ordering

Use this checklist to structure your initial request. Not every document applies to every instrument, and availability should be confirmed for the specific product.

01

Establishment Registration & Device Listing

For devices subject to FDA establishment registration and listing requirements, ask for the relevant details needed to identify the manufacturing establishment and applicable device listing.

  • Legal name of the manufacturer or establishment
  • Current applicable establishment registration details
  • Relevant device name or proprietary name
  • Listing information and product identifiers, where applicable
  • Confirmation of the relevant establishment role
Verify: Search FDA's public establishment registration and device listing database using the company name or relevant device information. Database timing and displayed fields can vary.

Open FDA Registration & Listing Database →
02

Product Regulatory Pathway

Ask which FDA regulatory pathway applies to the exact instrument and intended use. Do not assume that every surgical instrument has the same premarket requirements.

  • Device name, intended use and applicable classification
  • Whether a premarket submission is required or an exemption applies
  • Relevant 510(k) clearance details, if applicable
  • PMA approval details, if applicable
  • Supporting regulatory explanation for the exact device
Verify: Use official FDA databases and applicable device-classification resources. A regulatory status belonging to a different product or company does not establish the status of your SKU.

Review FDA Device Regulation Overview →
03

Current Certificates & Quality-System Documents

Request certificates relevant to the manufacturing organization and verify the scope, named organization, certificate period and applicable activities.

  • Current ISO quality-management certificate, if applicable
  • Current CE or other market documentation, where applicable
  • Certificate scope and named manufacturing entity
  • Issuing or certification organization details
  • Product-specific declarations where required
Important: The historical certificate images on EndoTech's Certifications & Compliance page show expiry dates in December 2024. Request the current documents rather than relying on those older certificates for a present-day procurement decision.

Review Certifications & Compliance →
04

Product Specifications & Technical Information

Product-level information helps the importer establish which instrument is being purchased and whether the supplied specifications match the intended procurement.

  • Product name, SKU or catalogue reference
  • Intended use and applicable product description
  • Dimensions, materials and relevant specifications
  • Applicable material or test documentation, if available
  • Instructions for use or reprocessing, where relevant
A catalogue is useful for product identification, but it does not replace any product-specific regulatory document required for the transaction.

View EndoTech Catalogue →
05

Labeling, Packaging & Product Identification

Labeling and packaging requirements depend on the device, intended use, product presentation and the responsibilities of the manufacturer, importer and labeler.

  • Manufacturer and product identification
  • Model, catalogue or lot identifiers where applicable
  • Label text and intended-use information
  • Reusable, sterile or non-sterile status where relevant
  • UDI and other label elements where required
Labeling should be reviewed for the actual U.S. market configuration. Do not assume that the same label is suitable for every device or distribution arrangement.

Review FDA Device Requirements →
06

Import & Shipment Documentation

Commercial and shipping documents should agree with the actual product, quantity, parties and shipment. Confirm the required documents before dispatch.

  • Commercial invoice
  • Packing list
  • Product descriptions and quantities matching the order
  • Shipping and customs information required for the shipment
  • Certificate of origin or other documents, where applicable
Customs classification, admissibility and entry requirements should be verified for the product and transaction with the appropriate broker or regulatory professional.
FDA Registration & Device Listing

How U.S. Buyers Can Verify FDA Information

FDA's public database is an important starting point for checking establishment registration and device listing. The information must still be matched to the specific manufacturer, device and applicable regulatory pathway.

Verify the Actual Establishment and Product

Search the FDA establishment registration and device listing database using the relevant business or device information. Compare the returned record with the documents supplied for your purchase.

Check that the legal entity, manufacturing establishment, device name and other relevant details align with the transaction. If a record is missing, unclear or inconsistent, request clarification before proceeding.

FDA notes that establishment registration and device listing entries can be updated and that public display may not be immediate. A search result should be interpreted carefully and in context.

What Registration Does Not Mean

A registration record does not by itself prove that a medical device is FDA approved, cleared or authorized. It does not replace a required premarket submission or establish that every product sold by a business is authorized for every intended use.

The regulatory pathway depends on the particular device. Some devices may be exempt from certain premarket submissions, while others require 510(k) clearance, PMA approval or another applicable pathway.

FDA: Registered vs. approved devices →

Foreign manufacturer and U.S. Agent: FDA states that a foreign establishment subject to its registration requirements must designate a U.S. Agent as part of the applicable registration process. Buyers can request confirmation of the relevant establishment details and designated U.S. Agent information, where applicable. Do not assume an agent's identity or status without verifying it.

Product-Specific Regulatory Review

Confirm the Regulatory Pathway for Each Instrument

Similar-looking surgical instruments may have different classifications, intended uses or regulatory requirements. Confirm the pathway for the exact model or SKU rather than applying a blanket statement to an entire catalogue.

Device Classification

Identify the device type, intended use, applicable classification and regulation. Verify whether the classification and regulatory information supplied match the exact product.

Premarket Requirements

Determine whether the product requires a 510(k), PMA or another applicable submission, or whether a particular exemption applies. Do not infer exemption solely from a product name.

Quality-System Requirements

Verify the applicable current quality-system obligations for the manufacturer and product. Review the regulatory requirement separately from claims about a private quality certificate.

Intended Use & Claims

Confirm that intended-use statements, product descriptions and labeling are aligned with the applicable device regulatory status.

Labeling & Identification

Identify which labeling elements, manufacturer details, product identifiers and UDI requirements apply to the specific device and supply arrangement.

Import Entry Requirements

Confirm the roles of the foreign manufacturer, U.S. Agent and importer and the applicable requirements for the actual import transaction.

Current quality-system context: FDA's Quality Management System Regulation (QMSR) became effective on February 2, 2026, and incorporates ISO 13485:2016 by reference into the applicable U.S. medical-device quality-system framework. This does not mean that an ISO certificate alone proves that every FDA requirement for every device has been met.

Product-Level Documentation

Match the Documents to the Product Being Purchased

The paperwork supplied for a transaction should clearly identify the relevant instruments and match the intended product configuration.

Technical Product File

Ask for the applicable technical information available for the particular product, according to the order and regulatory requirements.

  • Product name and catalogue reference
  • Material and dimensional specifications
  • Intended use and relevant product description
  • Applicable test reports or material records, where available
  • Instructions for use or reprocessing, where relevant

U.S. Labeling Review

Review product and package labeling for the intended U.S. configuration. The applicable requirements depend on the type of device, its presentation and the parties responsible for manufacturing, importing or labeling it.

  • Correct device identification
  • Manufacturer, distributor or labeler details as applicable
  • Appropriate intended-use and warning information
  • Lot, serial or other required identifiers
  • UDI and other label elements where applicable
Importer & Supply-Chain Roles

Establish Who Is Responsible for Each Requirement

Regulatory responsibilities depend on the role each organization performs. Clarify the arrangement before ordering, especially when private labeling, relabeling, repackaging or other changes are involved.

Foreign Manufacturer

Ask the manufacturer to identify the manufacturing establishment, applicable registration and listing details, relevant regulatory pathway and documents it can provide for the actual device.

  • Confirm the legal entity and establishment information
  • Verify applicable registration and listing details
  • Request the relevant current product documentation
  • Confirm who supplies required product and labeling records

U.S. Initial Importer / Distributor

A U.S. importer should determine its specific obligations based on the way it imports, markets, handles and distributes the device. The legal role matters; the word “importer” alone does not describe every possible responsibility.

  • Confirm the applicable importer registration obligations
  • Check entry and product-admissibility requirements
  • Confirm labeling and handling responsibilities
  • Establish the records and communication needed for the order

Read FDA's medical-device importing guidance →

Brand Owner / Private Label Buyer

When a buyer intends to market an instrument under its own name or brand, determine whether the arrangement changes regulatory responsibilities or labeling obligations.

  • Define the manufacturer and labeler roles
  • Confirm responsibility for product claims and labeling
  • Identify applicable listing or premarket requirements
  • Agree which records must be maintained and supplied

Customs Broker / Regulatory Adviser

For an actual shipment, use appropriately qualified professionals to confirm entry documentation, customs classification and product-specific regulatory questions.

  • Check product and shipment information for consistency
  • Confirm customs and entry requirements
  • Clarify questions about applicable regulatory pathways
  • Resolve uncertainties before dispatch wherever possible
Request Documents From EndoTech

A Clear Process for Documentation Requests

Send enough information to identify your instruments and destination market. This helps the team understand which records you are asking about.

Step 01

Identify the Product

Send the product name, SKU, catalogue reference or a product list with intended use where known.

Step 02

State the Market

Confirm that the goods are intended for the United States and explain your role as importer, distributor or brand owner.

Step 03

List the Required Records

Specify which registration details, certificates, declarations, labeling documents or product specifications you need reviewed.

Step 04

Verify Before Ordering

Check the documents, manufacturer identity, product scope and applicable regulatory pathway before relying on the information for procurement.

Buyer Verification

What EndoTech Buyers Should Confirm

Good procurement decisions depend on matching the evidence to the actual product and intended market—not simply counting the number of certificates received.

Confirm Before Procurement

Verify the legal manufacturer, product identity, current documents, scope and validity. If a document is expired, incomplete or does not identify the intended product, ask for clarification or an updated record before relying on it.

Keep Documentation Product-Specific

A certificate, listing or declaration associated with one device should not automatically be treated as evidence for every instrument in a catalogue. Review the scope, device details and applicable regulatory requirements.

USA Importer Documentation FAQ

Frequently Asked Questions

Practical answers for U.S. procurement teams sourcing surgical and dental instruments from overseas.

What documentation should a USA importer request from a surgical instrument manufacturer?
Depending on the product and regulatory pathway, a buyer may need establishment registration and device listing information, current quality certificates, applicable declarations, product specifications, labeling details and commercial shipment documents. The actual list should be established for the device and transaction.
Does FDA establishment registration mean a surgical instrument is FDA approved?
No. FDA explains that establishment registration and device listing do not by themselves mean that a facility or device is FDA approved, cleared or authorized. Verify the applicable product-specific regulatory pathway.
Where can I check FDA establishment registration and device listing?
Use the official FDA Establishment Registration & Device Listing database . Match the results against the relevant company and product details.
Does every surgical instrument require a 510(k)?
Not necessarily. The requirements depend on the exact device, intended use, classification and applicable exemption or premarket pathway. Verify the regulatory status of the specific instrument rather than assuming one answer applies to an entire product category.
What is the difference between FDA registration, 510(k) clearance and PMA approval?
Establishment registration identifies a facility subject to registration requirements, and device listing identifies applicable devices. A 510(k) is a premarket notification pathway resulting in clearance when required and granted. Premarket Approval (PMA) is a separate approval pathway for devices subject to PMA requirements. The correct pathway depends on the device.
Does an ISO 13485 certificate prove FDA compliance for a product?
An ISO 13485 certificate is evidence of a quality management system within its stated scope and certificate period. It does not independently establish that every U.S. regulatory requirement has been met for every device. Review current documents and product-specific requirements separately.
Are EndoTech's published certificate images current?
The supplied historical CE and ISO 13485 certificate images on the Certifications & Compliance page show expiry dates in December 2024. U.S. buyers should contact EndoTech to request current certificate documents and verify the relevant status before relying on them for procurement.
What labeling information should a U.S. buyer review?
Depending on the device, review product identity, manufacturer and labeler information, intended use, applicable warnings, required identifiers and UDI requirements where applicable. The final labeling requirements depend on the device and distribution arrangement.
Does a foreign medical device manufacturer need a U.S. Agent?
FDA requires foreign establishments subject to its registration requirements to identify a U.S. Agent as part of the applicable registration process. Buyers should verify the relevant establishment details and agent information rather than assuming that a particular party has been designated.
Can EndoTech provide product specifications and compliance documents?
Contact EndoTech with your product list and destination market to discuss the specifications and documentation applicable to your order. Availability and regulatory relevance should be confirmed for each product and document request.
Who should I contact for USA importer documentation?
Contact EndoTech Customer Service at ghafar@endotech.com.pk or General Enquiries at info@endotech.com.pk . State your product reference, intended U.S. market and the documents you need reviewed.
